QUEBEC - Liberal Premier Jean Charest is using a cabinet decree to prorogue the first session off the 39th Quebec legislature.
A new session is to begin on Wednesday with an inaugural address.
In early February, Charest announced plans to deliver a fresh opening address to the National Assembly before the end of this month.
He made the statement Feb. 4, a day after a minor cabinet shuffle, noting it's normal to deliver the speech about halfway through a new term.
The inaugural speech is the National Assembly's version of a Speech from the Throne, where the government outlines its priorities and legislative agenda for the coming session.
The last speech was in 2009, after the 2008 general election.
